List your lists
Your lists, a page at a time: send limit, and cursor for every page after the first.
They come newest change first. A list that changes while you walk the pages moves to the
top, so a later page does not show it; walk again from the first page for a consistent
snapshot.

The next_cursor of the previous page; leave it out for the first page. Opaque: pass it
back as it came. A cursor from another list, or from the same list with other filters,
answers 400 validation_failed naming cursor.
